County Commissioners granted your petition to amend the future
land use classification set forth in the St. Lucie County Growth
Management Policy Plan for property located South of the Go Team
Industrial Park on the Eat side of Glades Cut-off Road, Part of
the Reserve.
On the same date, the Board of~ County Commissioners also granted
your petition for the rezoning of the same piece of property. -
A copy of the respective, recorded Ordinance and Resolution is

IN P~PER~ IN ST. LUCIE ~U~ FLORIDA
WHEREAS, the Board of County Commissioners of St. Lucie
County, Florida, has made the following determinations:
1. Callaway Land and Cattle Company presented a petition
for a change in zoning from AR-1 (Agricultural, Residential -1)
to RS-2 (Residential, Single Family -2) for the property
described below.
2. The St. Lucie County Planning and Zoning Commission,
held a.publ.ic hearing on the petition, after publishing notice at
least fifteen (15) days prior to the hearing and notifying by
mail owners of property within five hundred feet (500') of the
subj. ect property, and has recommended that the Board approve the
hereinafter described request for change in zoning classification
from AR-1 (Agricultural, Residential -1) to RS-2 (Residential,
Single Family -2) for the property described below.
3. On May 14, 1986, this Board held a public hearing on the
petition, after publishing a notice of such hearing in the Fort
Pierce News Tribune on April 24, 1986, and on April 25, 1986, and
notifying by mail all owners of property within 500 feet of the
subject property.
4. The proposed zoning change is consistent with the St.
Lucie County Growth Management Policy Plan and has satisfied the
standards of review set out in Section 5.3.300 of the St. Lucie
County Zoning Ordinance.

In compliance with the provisions of the St. Lucie County
Zoning Resolution, you are hereby advised that Callaway Land
and Cattle Company, Inc. has petitioned the St. Lucie County
Board of County Commissioners for a change in zoning from-
AR-1 (Agrioultura~ Residential-l) to RS-2 (Residential,
Single Family-2) for the following described property:

A public hearing.on the petition will be held at 7:00 p.m. on
Wednesday, May 14, 1986, in Room 101, St. Lucie County
Administration Building, 2300 Virginia Avenue, Fort Pierce,
Florida. Ail interested persons will be given an opportunity

PUBLIC HEARING~
Petition of Callaway Land and Cattle Company, Inc. for a
change in zoning from AR-1 (Agricultural Residential - ! d.a./ac)
to RS-2 (Residential, Single Family - 2 d.u./ac) for property lo-
cated within the planned community known as The Reserve.
MEMORANDUM~ On January 23, 1986, this Commission
heard a request from Callaway Land and Cattle Com-
pany, Inc. for a change in zoning from AR-1 to RS-
2 for property located within the planned community
known as The Reserve. This petition was approved
by a unanimous vote by this Commission. County
Staff recommends approval of this petition.
(For further clarification, please refer to the
minutes of the January 23, 1986 meeting of the
Planning and Zoning Commission).
Mr. Sciturro asked if everyone,s comments would be the same
for the rezoning petition as they were for the plan amendment
petition.
Those who spoke in regard to the previous petition agreed
that their comments would be the samefor the rezoning petition.
Mr. Sciturro asked if there was any opposition to the
petition.
As no one came forward to speak in opposition, he then
close~ the public portion of the meeting.
Mabel Fawsett made a motion to approve the petition.
motion was seconded by Mr. Terpening.
Mr. Sciturro asked if there was any discussion on the
motion.

There being no discussion, he asked the Secretary to call
the roll.
Upon roll call, the motion carried unanimously.
Mr. Sciturro stated that the petition would be sent to the
Board of County Commissioners with a recommendation for approval.

COFa~ENTS: The Reserve is a 4,000+- unit proposed residential
development on Glades Cut-Off Road, southwest of Fgrt Pierce. As
of this date, a total of 221 single family lots have been platted
in the Sabal Creek/Plantation section of The Reserve. An
additional 175 units have been granted final approval in The
Reserve Golf & County Club portions of this project.
In June of 1985, the Board of County Commissioners
granted approval to a Plan Amendment and Rezoning request
identical to this one for a 171.62 acre parcel, immediately
adjacent to this site on the north. Please refer to the attached
project map for a general layout of this project. County Staff
has no objections to this petition and recommends its approva~
However, Staff does have several recommendation/comments that
will hopefully be of some benefit to the petitioner.
1.) In accordance with your agreements with St.
Lucie County, no more than 344 lots can be granted final plat
approval south of Reserve Boulevard. No more than 406 units may
be granted final approval north of Reserve Boulevard, until such
time as the Development of Regional Impact Process is complete.
2.) Staff strongly recommends that, prior to
the final plat designs for the remaining 123 single family lots
referred to above, that the developer review with the County
Environmental Planner, their layout with regard to existing
wetland vegetation found at the southeastern portion of this
site.
3.) Staff strongly recommends that the developer
extend sewer service to the area from North of Reserve Boulevard;
and when available, that septic tank users mandatorily be
required to link up to said system.
4.) Staff strongly recommends that the
developer commence the Development of Regional Impact Process so
as not to delay the orderly and efficient planning and
development of this project.

This petition covers that portion (160.3 acres) of a 268.8
acre parcel known as Reserve Plantation which has not been
included in a previous zoning classification changes, changing
the zoning from AR-1 (agricultural, residential 1) to RS-2
(residential single family-2) It is the intent of the petitioner
to develope this parcel into single-family lots with a gross
density of 1 unit per acre. The amendment is required as the lot
sizes will vary from 1/2 acre to 1+ acre. All roads will be
constructed to St. Lucie County Specificati0~s although they
shall be owned and maintained by the property owner's
association. All drainage shall be via curbs and catchbasins
with outfall into the surrounding lake system as per the
previously issued SFWMD conceptual approval. These lots will be
served with central water including fire hydrants from the
Reserve Utility Plant. Waste disposal will be via septic tanks.
The schedule of planned development calls for construction to
commence.in mid 1986 after final plat approval.
