Mr. Charles Aholt, area resident, addressed the Board regarding the continued population growth in the area and what the County intends on doing should a Hurricane occur. The Chairman advised Mr. Aholt the County has evacuation plans in place. It was moved by' Com. Barnes, seconded by Com. Brown for Final Planned Unit Development plan approval for Phase I, of the Villages of South Hutchinson Island, and for a change in zoning from HIRD (Hutchinson Island Residential District) to PUD (Planned Unit Development). The Villages of South Hutchinson Island is a proposed 101 unit residential development located just south of the Middle Cove Beach Access. This project was formerly known as OCEAN PUD. The Villages of South Hutchinson Island (f/k/a OCEAN PUD) received Preliminary Planned Unit development approval in November of 1992. Two project extensions have been granted to this development, the most recent being issued June of 1994. Since the issuance of Preliminary Plan approval, the developers havebeen obtaining State and Federal permits for development work in the regulated wetland areas on this property. Those permits authorizing the commencement of work activities in the regulated wetlands have been recently issued. As this Board is aware, the developers have essentially completed a dune restoration project along their oceanfront. This dune restoration project has thus far proved to be successful in that observed beach erosion and dune overwash potential have been signifiCantly reduced in this area. Phase I of the Villages of South Hutchinson Island is proposed to consist of 26 single family lots. This first phase of development is located at the southern end of the property. County staff has reviewed this application for Final Planned Unit Development and determined it to meet all ~applicable minimum technical requirements. Attached is a copy of Draft Resolution 95- 063, which if approved would grant final PUD approval to the Phase I area and woui~ change the Zoning of this same area to PUD.
