'~-97'003 Mr. Hank FloreS presented staff comments. Mr, Flores stated that this was'the application of Civil Aviation Academy, Inc., for a Change in Zoning from I (:Industrial, Ligho to U (Utilities) Zoning for a 10,02 acre parcel of land located.on the East side of HammOnd Road, along an access easement, approximately 1200 feet north of St. Lucie ~Boulevard. He stated that the 'surrounding Zoning is Utilities to the east, south, and north; IL to the west; and, RMH'5 (Residential, Mobile Home - 5 du/acre).to the southwest. Mr. Flores stated that. the petitioner has requested this change in zoning in order to establish a flight sChool on the site, which is currently utilized by the Cowboy Club and is owned by St. Lucie County. The applicant is proposing to lease this property from the County. The appScant has submitted a Site plan for apProval, however, no apProval may.be granted until the zoning is changed to be compatible with the proposed use. He stated that'staff has reviewed' this petition and determined that it conforms with the standards .of review as set forth in the Land Development Code .and is not in conflict with the Comprehensive Plan. Staff is recommending that this pet!tion be forwarded to the Board ~of County Com~ssioners with a recommendation of approval. Chairman Klein asked if there were any questions of staff. Mr. Whitley asked where the Cowboy Club was _cu~ently located. Mr. Kelly stated that it was within the croSs-hatched area, and that they were looking for another location. Mr. Ward asked if they already had a lease with the County. Mr. Flores stated that they were already approved' and stated that Mr. Curtis King, Airport Director, was present to answer questions. Chairman Klein asked what the reason was for the rezoning to U (Utilities). Mr. Kelly stated that there were two reasons for the rezoning. He stated that a fight school is not allowed in IL (Industrial, 'Light) zoning, and also that the rest of the airport is zoned Utilities except for the subject property. Chairman Klein stated that Utilities Zoning seemed like an unl~ely chOice for such an operation. Chairman Klein asked if the applicant or representative of the Aviation Academy was present. Mr. Curtis King, Airport. Director, stated that when'the County's Comprehensive rezoning took Place, this small .area of property somehow fell through the Cracks and Was n°t rezoned. Mr. King stated that the .s~bject .property, if rezoned, would bring in much needed revenues for the airpOrt, possibly as mUch as $6'6,000.00 per year. Chairman' Klein at this' time, opened the public portion of the heating. Mr. Neff Reckland, an would be built on the iacent property owner, wanted to know what type of buildings property, .and what the height of those build~gs would be. Mr. Kelly stated that at t~e time of rezoning, there is no way for the Planning and Zoning Commission or the County Commission to condition what types of buildings ~ be built. Mr. King stated that to hi~ knowledge, the building would be sma. Il hangar-type buildings for smaller training-style airclhft, but the plans have not been finalized yet. Mr. Reckland stated that he objected to the entire project due to the fact that there will be excessive noise. Mr. Minix .asked Mr..Rec-~and if he .objected to the rezoning, or the flight school. Mr. Reckland stated that he objected to bOth. Hearing no further arguments in favor of, or in opposition to the petition, Chairman Kle~ closed the public portion of the hearing.
