Freeland, Community Development Director Date: April 16, 1997 Subject: Consider Resolution 97-084 approving the request of The Civil Aviation Academy, Inc. for a Major Adjustment/Site Plan approval to the Existing / Conditional Use activity at the St. Lucie County International airport /The Civil Aviation Academy, Inc. has applied for a'major adjustment to the St. Lucie County International Airport Existing Conditional Use to allow airplane hangars and a flight school. The project is proposed for location east of Hammond Road, along Airman's Way. Because the proposed project is to be constructed on .Airport property, approval by both the St. Lucie County Port and ~Airport Authority and the St. ~Lucie County Board of County Commissioners is required. The Civil Aviation Academy, Inc. is proposing airplane hangars and a flight school. The project, as proposed, is to be constructed in 2 phases. Phase I consists of 38,400 square feet of hangar space and 10,000 square feet of fuel farm space. Based upon the site plan ~submitted by. the developer and the limits of the areas designated in Phase II, staff has determined that a ma~mum of 450,000 square feet of space may be added to the proposed project to ~allow for the development of the flight school and additional hangar space. The Civil Aviation Academy, Inc., received conceptual approval for the leasing of property at the airport on August 22, 1995. In May and December 1996, Civil Aviation received extensions to the conceptual lease agreements with the Port and Airport Authority. At the time the Port and Airport Authority granted the second lease extension, the Authority gave Civil Aviation until .June 1, 1997, to execute a final lease with the Authority for the use of the property. Staff has reviewed the request for ~a major adjustment to an existing conditional use and has determined that it is consistent .with the St. Lucie County Land Development Code, the C°mprehensive Plan, and the Airport Master Plan, subject to the following conditions: April 22, 1997 Page 2 Subject: The Civil Aviation ~Academy, Inc. le m 0 0 Se Ge ~Prior to June 1, 1997, The Civil Aviation Academy, Inc., must have received final lease-approval from the St. Lucie County Port and Airport Authority for the use of the property described in Part B of this resolution. In conjunction with any application for building permits for The Civil Aviation Academy, Inc., or. any successor-in interest to the project shall submit a landscape plan meeting the requirements of Section 7.09.04 of the St. Lucie County Land Development Code. The Civil Aviation Academy, Inc., or any successor in interest has the option of calculating the quantities and cost of landscaping normally required by the St. Lucie County Land Development Code and contributing this amount to the Airport's master landscaping program. The specific amount and timing of any contribution shall be approved the Director of the Airport. In conjunction with any application for building permits for The Civil Aviation Academy, Inc., lease site the developer shall provide a boundary survey of the .lease parcel meeting the requirements of Section 11.02.09(A)(2) of the St. Lucie County Land Development Code and Chapter 61G17-6 of the Florida Administrative Code. This survey shall identify all of the lease hold interests of The Civil Aviation Academy, Inc. or any successor in interest. In conjunction with any building permit applications for any activity in Phase II, the developer of The Civil Aviation Academy, Inc. shall submit a revised site plan for the parcel indicating compliance with the requirements of Section 11,02.09 of the St. Lucie County Land Development Code. Said plan shall address all parking, signage, and lighting requirements for the proposed project. Review of this parcel's site plan shall be under the minor adjustment provisions of the St. Lucie County Land Development Code.
