Ms. Turmail replied that ~had she have known about the facility it would have changed her
decision of purchasing her property.
Ms. Dreyer asked~if there were specific things that were occurring that are creating problems.
Ms. Turmail replied in the negative. She explained that' she had concerns about her well water
and septic, tank, because 'that is a lot of people using the water and sewer. She does not'want
contamination or other problems. She stated.that the Cagle's property is not noisy, so that is not
an issue. The issue is just 'the number of people in there and the fact that it changes the zoning
from residential.. She understands that this.is one specific plan, but once it is changed from
residential it'makes it eaSier.to change other properties.

dwelling units per acre as a maximum,
Mr. Flores stated it would be 13-dwelling units per gross acre. Theoretically there could be three
lots on an acre but'each lot would have to be lot size dimensional requirements.

Mr. Proper replied that was the point he was trying to make, is that this property could end up in
devel.Opment. -
Chairman Matthes replied in the affirmative, that the.current zoning would allow that to occur.
Mr. Jorgenson lives to the South of the property at 5619 Oleander Avenue. He stated, that the big
question is water qUality and perhaps a fencing issue. ~He asked if the current water and sewer
system be required to be increased. He feels that is something that needs to be looked in to.
Chairman Matthes :stated that is a question of the Health Department. It would be up to them to
make sure the septic system~is 'big enough to get the permits to do a non-residential type of use.
The Health: Department does have roles and regulations that they will have to follow as far sizing
of septic systems.
Mr. Jorgenson asked if this bOard..shoUld have knowledge of that information before it is voted
on.

is 37,87 ~acres located on the .SOuth side of St. Lucie Boulevard, apprOximately 0.5 mile west of
Sapp Road.
Chairman Matthes asked the-applicant if he would like to address the board.
Mr. Neal stated that he resides at lives at 12151 Williams Road. The property~is. surrounded by
Industrial, Light ZOned properties. The property was a mining operation that has been shut down
for quite some time. He figures that it Conforms to everything in the area with the hdustrial Light
zoning. He cannot do anYthing with the property while it is zoned in Industrial, Extraction,
because of peri. ts. He understands there is never ~ning permits. He does not have any plans for
mining. ~' -

OTHER BUSINESS
Mr. Lounds stated that at the laSt meeting':there was a discussion on a piece of property off-of
Orange Avenue. The land had been divided incorrectly.
Mr. Kelly replied that the file was ;the Vernon Davis/Arthur Purdy petition.
Mr. Lounds stated that staff was asked at that meeting to look at other areas in the County. He
asked if staff had found any more situations like this in the area.
Mr. Kelly replied in the negative. He'explained that these situations are fairly limited. They seem
to only occur in places-where there is an existing platted subdivision with small lots that are in
conflict with larger lot zoning, primarily agriculture things around them. There just is not a lot of
them out there. The area of Jay Gardens where that petition was located, is just a very unusual
plaCe ina number of ways. Th'e zoning was .approved at the County Commission level.. The
questions that this, bo~d brought up. last'mOnth .as to whether both lots had to rezone. Maybe they
did not, but' both had'm be dohe before either one could go' ahead, The timing would not have
changed. They were instructed by staff to group this together to file one petition, so they could
split the cost. ~Staff will try to-do, better next time, but he 'does not feel: staff did badly in-the end.

mean it to sound like' he was 'in great ~sagreement with Mr. Merritt.

Chairman Matthes called the meeting to order at 7:03p.m.
The Pledge of Allegiance was led by Chairman Matthes.

ANNOUNCEMENTS.
There were no announcements by staff or members of the board.
Chairman Matthes explained briefly the protocol that is followed at these meetings. As the items
are heard, Staff will give a very brief presentation on the item itself. Then the applicant will have
an opportunity to give a presentation. After that the Public Hearing portion will be opened and
closed and Staff will give the final recommendations. The Board will then do deliberations and
then take action.
AGENDA ITEM 1: MEETING MINUTES
Mr. Kelly explained that due to all of the Comprehensive Plan meetings with the Board of
County Commissioners the minutes have fell behind. He stated that the minutes will be caught up
for the regularly scheduled Planning and Zoning meeting next month.

Mr. Flores stated that James and Shirley Cagle have petitioned for a Preliminary Planned Unit
Development approval of the project to be known as Cagle's Cove - PNRD and a change in
zoning from the RS-3 (Residential, Single family- 3 du/acre) Zoning District to the PNRD
(Planned Non-Residential Development - Cagle's Cove)' Zoning District for 1.7 acres of property
located at 5615 Oleander Avenue. The applicant is proposing to expand an existing ALF
(Assisted Living Facility) frOm twelve residents to sixteen residents. The zoning surrounding the
property is generally RS-3 (Residential, single family, 3 du/acre) with some AR-1 further to the
south. The general existing use surrounding the property is residential with several Institutional
uses in the area, in example, the Montessori School east side of Oleander, White City
Elementary, New Hope~Baptist Church, and Trinity EvangelicalPresbyterian' Church.
Chairman Matthes asked if there were any questions from the board to staff. There were none. He
asked if the petitioner come forward and make their presentation.
Mr. Abemathy, an attorney in Fort Pierce, representing James and Shirley Cagle, as he did
approximately a year ago before this commission. Staff has a stated that the Cagle's request.is to
be granted the PNRD Zoning classification. One year ago the request was the property be zoned
institutional, which would have allowed the Cagle's to use the property according to their plans.
They would like to increase the amOunt of residents from twelve, which they are currently
permitted for, to sixteen. At that Planning and Zoning Commission and hearing comments from
the neighbors they became aware of legitimate concerns about putting onal Zoning on
that property would expand the uses if the property were sold. At that it was suggested
that Cagle's consider coming back with a new petition under the PNRD district which requires
the petitioner to specify the precise use and to submit a site plan along vith the petition and that

Mr. Abemathy replied that it was a storage structure for landscaping materials and yard
equipment. There are no residents in that building, nor would any residents be permitted under
the department guidelines.

Chairman Matthes asked if Mr. Abemathy had a chance to review the staff conditions.
Mr. Abemathy rePlied he did review them and they were acceptable.
Chairman Matthes opened the public hearing.
Mr. Stocker introduced himself and his relation to the property. He and his wife own the property
to the west and north of the Cagle's property. He voiced his objection a year ago on this matter.
He is back again this evening to reaffirm their objections to the expansions of an adult living
facility that under current zoning laws would not even be allowed to be constructed in this area.
He has significant concerns about the quality of his well field and well water with the addition of
four more residents on the Cagle's property. He explained that most siltgle familY homes are not
constructed to house sixteen individuals. That is a lot of water and wa~~

DATA AND ANALYSIS
.INTRODUCTION
The purpose of this Transportation Element is to provide an overview and analysis of St. Lucie
County transportation network. The Overview.provides .a description of the existing
transportation network and includes facilities for all modes of transportation. These modes
include automobiles, bicycles, walking, transit, airCraft, watercraft, and ~trains. The analysis
section investigates various .measures of efficiency and effectiveness for all transportation-modes
in St. Lucie County.
OVERVIEW
EXISTING ~ROADWAY CONDITIONS
St. Lucie County maintains approximately 525 .miles of roadway..~ ' Ofthese roads, approximately
3.50 miles are paved and 175 ~!es unpaved. The Florida Department of Transportation
maintains approximately ! 66 centerline ~!es of the .State Highway System~as shown on Table 1.
Table 2 lists the County's .major roadways and their functional classification along with traffic
count information.
