HomeMy WebLinkAbout2021-5-11 Traffic Report Southern Truss (1)  Engineering Design & Construction, Inc. 10250 SW Village Parkway, Suite 201, Port Saint Lucie, FL 34987 772-462-2455 www.EDC-Inc.com    Introduction: Engineering Design & Construction has completed a traffic statement and impact analysis for the proposed Southern Truss Project, located off Kings Hwy a two-lane principal arterial. North of Angle Road. See the attached Location Map (Exhibit 1). The purpose of this study is to determine the proposed project’s impact on the surrounding traffic and roadway level of service. This building does not surpass the traffic impact analysis threshold for manufacturing buildings of 87,000S.F. found in section 11.02.09(4)(a)(1), but does follow the guidelines set forth in 11.02.09(4) and the Standard Traffic Impact Studies (TIS) Methodology and Procedures created by St. Lucie TPO. 20-381 Southern Truss Page 2 of 5 April 20, 2021  Project Description The project is located on two parcels in St. Lucie County, parcel IDs 1336-231-0001-000- 2 and 1336-240-0000-000-3. A 11.61 acre and 34.48 acre lots respectively. The zoning is general commercial with a future land use of commercial. The project Southern Truss is proposing to add an additional 33,600 S.F. Manufacturing Building to their existing site. See attached Exhibit 2 for the proposed Site Plan. Existing Condition Southern Truss is currently operating at the proposed project location, there is an existing 63,780 S.F. Manufacturing building, 5,000 S.F. office building, and 1,280 S.F. storage area which were built before the current traffic count. Due to the age of the existing buildings, they will not be accounted for in the proposed trip generation. The project is located on the State Road 713 known as Kings Hwy a two-lane undivided Principle Arterial 50 mph road. This is the only current access point for the development. Current Traffic Counts and Level of Services ratings of the surrounding roads are presented in the St. Lucie TPO Fall/Winter 2019/2020 Report Attached. 20-381 Southern Truss Page 3 of 5 April 20, 2021  Trip Generation: To properly estimate the trip generation the Institute of Traffic Engineers’ (ITE) Report, Trip Generation (10th edition) was used to produce Daily Average, A.M Peak, and P.M. Peak. The proposed development is a 33,600 S.F. Manufacturing Building (ITE Code 140). Internal Capture This project contains no internal capture Pass-by Trip Capture The pass-by trip capture rate is 0 20-381 Southern Truss Page 4 of 5 April 20, 2021  Radius of Impact For this analysis the radius of impact was determined by the Standardized Traffic Impact Studies (TIS) Methodology and Procedures Appendix B. The area is based on the New External Daily Trip Generation. The Proposed project generates a total of 266 new daily trips. Per Section 11.02.09(4)(b) a two mile radius is also included to show impacts on any major or minor roads. Traffic Distribution Traffic Distribution and assignment was determined using engineering judgement, trip lengths, surrounding uses and review of the roadway network. The general distribution can be seen below. Detailed distribution map is attached as Exhibit 3. Manufacturing building to be added to the existing southern truss property, located on Kings Highway, generates 266 daily trips, 55 Peak AM Trips, and 50 Peak PM Trips. The current level of service on Kings Highway between St. Lucie Blvd and Indiro Rd is rated at F with more Peak Hour trips then then the roads capacity. This project adds approximately 17 additional trips to the portion of this road, which is below the 5% over capacity limit. It is EDC’s understanding that Kings Highway is currently under design and construction with plans to develop this portion of the road, which would increase the peak hr capacity.
