On Thursday and Friday, a group of local leaders will gather again. This time, they plan to talk about solutions, not just problems. "That's been our problem all along -- no planning," County Commissioner Ken Sattler said. "The influx of local businesses and other people into the process is very important to me. It's not just the same guys doing the same thing all the time." January's news didn't come as a shock to county administrators. However, it seems to have shed some light on where the county . needs to go from here. "Because we're in Florida, you don't think much about service- related jobs not paying well," Assistant County Administrator Phil Freeland said. "You're sort of · perpetuating your o\\'n decline if · you're just pursuing the tourist or :. retirement side without pursuing .... the higher quality or industrial · · N N · development." Perhaps the most significant thing to come out of the January meetings was the county's new attitude toward encouraging job growth. Instead of staying to the side and watching development happen, county administrators want to take an active role in encouraging and shaping business expansion. Previously, conventional wis- dom had it that the government was a disinterested bystander in development. Administrators processed the forms, signed the permits and generally made sure procedures were followed when new businesses moved here. Now, the county is looking for ways to guide development by greasing the wheels of govern- ment. The new way of thinking says that beneficial development - clean industries that create well-paying jobs - should have an easier time of cutting through the red tape. "From my point of view, we're kind of a development team to encourage private development to occur," Freeland said. "That's a lit- tle different focus from where we used to be - a public agency that wasn't being proactive." An example is the county's ongoing experiment at the Airport Industrial Park off St. Lucie Boulevard. Planners have been putting together permits, ground layouts and applications that a developer would need to build an industrial facility. The idea is to go through all the hoops before a business comes knocking on the county's door. That way, when a prospect does arrive, the three to four months of paperwork will have already been accomplished. "We can do some things the Chamber (of Commerce) can't do," Freeland said. "They can go out and market and meet with business people. We're the only organization that can provide the incentives to bring people here and keep them here." II may be a long time before the economic efforts bear fruit, county administrators said. Don't expect a monster corporation to move here tomorrow, bringing with it thousands of jobs. Instead, look for smaller busi- nesses migrating north from Dade and Broward counties. If county administrators are right, these businesses will open up small numbers of jobs that will slowly chip away at the unemployment problem. "I think that, as things go for- ward, with a couple businesses coming in, they're not going to be major businesses, but we're going to focus on 10-, 20-, 30-employee type businesses," Freeland said. There will remain a need to pro- tect the county's economically vital environ- ment and to assure that taxpayers aren't increasingly burdened by demands of new busi- nesses. There is a rational middle ground, and, hope- fully, this week's strategic planning session will provide some indications where that might be for St. Lucie County. The most recent report released this week showed the county's jobless rate in April at 7.3 percent, compared to less than 6 percent in neighboring counties and a statewide rate of 4.3 percent. The impact of high unemployment is felt sig- nificantly by county government and the tax- payers of the county with greater need for pub- lic assistance in food, housing and health; greater need for law enforcement because of higher crime; and a reduction in the spending potential of residents, which affects local busi- nesses and even residential and r.eighborhood appearance. We're optimistic the discussions today and tomorrow will soon lead to actions. LUCIE COUNTY - Just as it was last year, the overall theme this year of St. Lucie County's two-day "visioning" workshop was encour- aging economic development. 'The county is working towards bringing industry here," county Commissioner John Bruhn said. "I think it is the biggest issue affecting this county." Last year's strategic planning sessions set the stage for the Investment for the Future Campaign, which led to increases in the county gas, hotel and drainage taxes and utilities fees. The increases are expected to raise $5 million for infrastructure improvements. A panel of 15 business leaders, elected officials and education offi- cials met with the County Commission last Friday to discuss their hopes for St. Lucie County in the next five years. The county's strategic plan- ning session is a chance for local leaders to meet and discuss long-term goals for the county. "We find out what we have and where we want to go," county Commissioner Ken Sattler said. "We make sure that we're going to fol- Iowa path. Pick Qut things we want to do and go and do those." Fort Pierce Mayor Edward Enns urged commissioners to continue "joint cooperation" to encourage growth in Fort Pierce and Port St. Lucie. "Boundaries on a map that outline cities mean nothing to me," Enns said. "Look back to the cities for a lot of your new growth. ... Don't go out and start something new so you have.an outflow from your com- munities. " The county must continue to improve its infrastructure, Port St. Lucie Councilwoman Jane Rowley said. "Growth in St. Lucie County and the surrounding area is going to continue whether we want it or not," Rowley said. "We have to get our infrastructure in place." If the county is going to continue pushing for more development, it should increase impact fees and force developers to pay for it, said Alto Adams Jr. of the Adams Ranch. "Some newcomers won't be able to live here," Adams said. "That won't be all bad." Making education opportunities more readily available should be a major goal for a county in which 29 percent of adults don't have a high school diploma, said Edwin Massey, president of Indian River Community College. "We in the college are fixing to start a major (education) push," Massey said. He said he wants to reduce the percentage of adults with- out a high school diploma to 10 percent. Paul Perry, vice president of Pursuit Boat Manufacturing, told com- missioners that even with the county unemployment rate hovering around 15 percent, his company's having trouble adding to its 160 employees. The coun- ty's economy has not been growing as fast as its pop- ulation, Fruth said. The national aver- age is 2 per- cent economic growth to 1 percent popu- lation growth. St. Lucie County's ratio is one-to-one. Agricul- ture, the coun- ty's economic mainstay, will not be a dependable source of income in the future, Fruth said. LUCIE COUNTY - Tired of relying on property taxes, the government is plan- ning to boost its economic development chores in St. Lucie County. When it comes time to develop next year's budget, the Community Development Department will ask the Coun- ty Commission to build a pow- er bloc of departments that will work together to attract new businesses to the area. Ray Wazny, the department director, announced the plan at the commission's strategic planning session Thursday. With a beefed-up effort the county could work with the St. Lucie County Chamber of Commerce, as well as the Port St. Lùcie and Fort Pierce city governments, to compete for businesses that want to relo- cate or expand their operations from someplace else, Wazny said. "The county really needs to attract more industry; we lac~ a tax base," Wazny said. "We need to establish an industrial tax base for the county." The number of jobs in the St. Lucie-Martin County region grew by a paltry 1.6 percent in 1997, according to the Florida Department of Labor and Employment Security. The two-county area had a net gain of 1,500 non-agricul- ture jobs, including 400 in durable goods manufacturing. The County Commission helps fund the chamber's eco- nomic development budget but lowered its contribution from $180,000 last year to $150,000 this year. It then gave Wazny's department $15,000 to start its own economic development efforts. Wazny knows the county's ongoing tax war with Florida Power & Light Co. will mean a tight budget next year. Instead of asking for mon- ey, the plan involves aligning his department with the for- eign-trade zone manager, and the port and airport marketing coordinator. The shift in strategy is not meant as a sign of disrespect for the chamber, Commission- er Cliff Barnes said. "I think it's more some- thing new, let's try a joint effort rather than single effort," he said. A joint effort makes sense because the county can be involved in zoning and plan- ning issues from the begin- ning, Barnes said. The chamber is welcoming Wazny's strategy. "I think it's going to be a positive step; 1 think the eco- nomic development efforts of the county are very important and the more support we have 1 think the better job we all do," said George Haygood, the chamber's economic develop- ment director. Should the Sponsor cancel the Program earlier than 30 days prior to the date of the Program, then Sponsor shall forfeit the aforementioned "Deposit" and reimburse the Speaker for any out ofpocket expenses incurred by the Speaker for preparing for the Program including non-refundable airline tickets. 2. Should Sponsor cancel the Program later than 30 days prior to the date of the Program, then Sponsor shall forfeit the Deposit and pay the Speaker the full amount of the Program and any out of pocket expenses incurred by the Speaker for preparing for the Program including non-refundable airline tickets. 3. Should Sponsor have to cancel the Program the day before or the day of the Program as a result of inclement weather, then the Sponsor shall pay Speaker all expenses and forfeit the Deposit. However, Sponsor shall have the option to reschedule the Program on a mutually agreeable date, within six months of the original Program Date, for which Speaker will again be paid Expenses but the Program Fee shall be the difference between the Deposit forfeited and the original Program Fee. B. By the Speaker: 1. Providing all the terms and conditions aforementioned have been duly met and fulfilled by the Sponsor, Speaker may not cancel the Program for any reason except for conditions and events for which the Speaker has no control. These shall include but not be limited to cancellation of airline flights, inclement weather prohibiting transportation, significant illness, court summons (such as jury duty) or other event or occurrence of such personal nature that the Speaker would suffer significant hardship attending the Program. 2. Should the Speaker be forced to cancel the Program, Sponsor shall have two options: a) request the return of all moneys paid to the Speaker to date and terminate this agreement in its entirety, or b) reschedule the Program on a mutually agreeable date within six months of the original Program Date for which the Speaker shall be entitled to only fifty (50%) percent of the Program Fee. Under either option by the Sponsor, the cost of non-refundable airline tickets shall be born by the Speaker but that the "Expense" portion of the Compensation section above shall apply if the Program is rescheduled. Audio Visual Requirements: The Sponsor shall furnish at Sponsor's expense the following audio visual equipment which shall be fully set and operating at least one and one halfhours prior to the arrival of any attendees for the program. (Speaker needs to text equipment) 1. Video overhead projector or LCD panel with "high intensity" overhead projector. (Speaker operates from an ffiM compatible laptop computer with SVGA video driver. If there are any questions, please have audio-visual technician contact the Speaker.) 2. Screen of sufficient size for easy viewing by all attendees. (Seating located at extreme sides of the screen should be avoided as viewing is impaired.) 3. Lavaliere microphone, preferably cordless. B.
